In Forms 10G the menu is not shown

 Hallo, I am upgrading our Forms6i-application to the web. I use forms 10G. Our startmodul has no menu. It only has some buttons to start the main-modules of the application. Using new_form (modulname) leads to represent the right module without the attached menu (default-menu 'window' is shown).
I try many things but it is not possible to show the right menu.
when I start the application with another modul with the same menu attached the menu is shown correctly.

Can anyone help me.
