Transaction Controls - are these only for entering directly to a project?

 Can Transaction Controls in Projects be used to limit the expenditure types that appear in the LOV when entering in other modules, (i.e. Purchasing, Payables, iProcurement)?  I have tried testing this and it doesn't appear to limit the expenditure types available to be picked when entering a PO with that Project and task.
