New Apex Installation using remote database: no tnsping included

I just did an HTMLDB/HTTP Server install from Database 10g Companion Disk to an OEL4 U7 x86_64 machine. Then did the upgrade to Apex 3.2.  The HTMLDB shares the same home as the HTTP server. Did not install a database client on the server (did not think I had to).  SQLPlus will connect to the remote database ONLY if I fully qualify the complete DESCRIPTION= .......on the connect string even though there is a correct tnsnames.ora in the $ORACLE_HOME/network/admin folder.  Other systems in the network can connect to the database using a tnsnames.ora entry identical to the one in this
