Why is a modifier not be applied when using the QP_PREQ_PUB.PRICE_REQUEST API ?

I have a Price list, a modifier list with header level qualifier
(set to Customer name = 'some customer')
and 50% discount line Automatic_flag ='Y'

I need to calculate adjusted price but QP_PREQ_PUB.PRICE_REQUEST returns only base price, i have written the code based on Doc ID: 759804.1
