How can we require an order to be re-booked when the quantity is updated?

 After updating a booked sales order line the system assumes that the updated quantity is also booked. You would not expect this as the business case requires a rebooking for any updates in either the order line quantity or price.
How can we require the order to be re-booked when the quantity is updated?
