While creating Req in I proc for a particular item, the external check box is not displayed

 Hi Friends,
              I am creating Req in I procurement. While creating the Req, we must select either internal or external check box for the Item in use. But for one item the external check box is not at all displayed. Can you guys please help me  why the check box is not displayed.
