PMON Registration with Listener

Can anyone explain to me why PMON registers with the Listener ? Surely the SID_LIST in the listener.ora determins what Services / Databases the Listener can connect to - so why does any registration with the listener need to occur from the PMON side ?

Also from what database version did this registration process get introduced
