Message "The database target is currently unavailable." in OEM home window, instace status unmounted

 Message "The database target is currently unavailable." in OEM home window, instace status unmounted, agent status unavailable but instance work properly and I can manipulate instance with OEM. I recreated repository with commands "emca -deconfig all db -repos drop" "emca -config all db -repos create" , but it doesn't help. After restart "emctl stop dbcontrol" "emctl start dbcontrol", OEM work properly within about 5 minutes and show  message "The database target is currently unavailable." again.
