Automatic Customer Site Numbering: Op Unit Specific or Instance-wide Decision

 I understand that "automatic" customer numbering is a site wide decision:  since the Customer Header is shared across op units customer numbering is either automatic for all op units or manual for all op units.

However, the automatic site numbering seems to follow the same path.  If I enable automatic customer site numbering for one op unit, it is automatic for all op units (even in op units where this System Option has not been checked).  This seems counterintuitive as the sites are specific to an operating unit.

Is this correct behavior?  Or am I seeing a bug?
