Project Management - Budget Burdened Cost different from Budget Raw Cost

 Hello,

We have Oracle Project Management 11.5.10.2 M.

On Financial  tab, we have a financial plan type with the following planning options:
- Approved Cost Budget = Yes
- Amount Entry : Raw Cost and Burdened Cost
- Reporting and Display - with Resource Breakdown Structure, Report Cost using: Burdened Cost
- With planning resource list and None Time Phase

The projects uses burdening schedule, but the multiplier is 1 and the raw cost should be equal to the burdened cost. (raw cost=burdened cost when you first enter the amounts for each task and resource)

When the user is entering amount the only field for amount entry is Burdened amount.
