Restocking fees - How to add charges to RMA so they appear on the same invoice?

When copying an existing order to create an RMA, we need to add restocking fees to the order. When invoicing the Restock charges are created on a secondary invoice. How can we have just 1 invoice created for the returned items and the restocking fee?
