Create Custom Policy

With 10g, Is it possible to create a custom Policy in Enterprise Manager?  For example, there is a policy "Granting SELECT ANY TABLE privilege".  I would like to have "Granting ALTER ANY TABLE privilege", "Granting CREATE ANY TABLE privilege", etc.
