applying patch 5601428 to 10.2.0.1 database - fails

 Hi group,
We have an embedded application that we're working on upgrading to 11g.  First thing that we need to do, is to patch the existing instance/database with the latest dst patch.  Downloaded patch 5601428 (which I assume is the correct one for us), then launched opatch to apply it. It seems that opatch succeeded, however, when I bounce the database then run

SQL> select * from v$timezone_file;

FILENAME        VERSION
------------ ----------
timezlrg.dat          2

I still get version 2 (as you can see above).  What am I missing?  The download zip file for the patch, doesn't have any .dat files - only a single csv file in the files\oracore\zoneinfo folder...  Thanks for your input (see below outcome of opatch).
