Deliver transaction through ROI

Hi,
We are trying to perform deliver transaction through ROI. But it's failing with the error code RORVTII-060. Receiving is based on requisition ; We can able to receive, but unable to deliver. (RECEIPT_SOURCE_CODE=INTERNAL ORDER)
Please let us know what could be the reason.
