Forward Requisitions returned back to the user

all requisitions which forwarded returned back again to the same person ex:
A1 create requisition and submit for approval to A2
A2 Forward the requisition to B1
B1 Approve the requisition, it returned back A2 (It should be delivered to B2 instead of A2)
