db added to a server but still not showing up in oem grid console

I created another db on a dev server (Windows 2003) using the create controlfile syntax, but for some reason I cannot see the db in oem grid console.  I have bounced the agent service, made sure the tns on the server the db resides on is up to date, etc. 

Anyone know why my new db might not be showing up in OEM?
