Issues with Sending Timephased data from MSP

Hi Everyone,
Are there many customers out there that use the "Send Timephased cost and work data for resources" functionality within MS Project integration?  The functionality works in two way such that:

• Fiscal GL calendars are recognized, rather than using the Oracle Spread Curves
• If you modify monthly values for resources in MSP, those discrete values are passed to Oracle, rather than using the Oracle Spread Curves

There is a bug where timephased data cannot be sent from MSP after progress has been submitted onto the workplan.  I am propose a solution to Projects Strategy and Development, and would like to poll the community for any input on this topic.
