RMAN Retention Policy with redundancy '1' not making cumulative backup obsolete

I am taking

   Sat: full, level 0

   Sun - Friday: Cumulative, level 1 backup

When I do 'delete obsolete' after eah bakcup, the cumulative backup what I think should be deleted, do not get deleted and still stay in 'Available' status.

ie. let's say after Wednesday backup, I think cumulative backup from Sunday, Monday, and Tuesday should become obsolete.   And the Oracle RMAN manual states that this is  the expected behavior.

Although, when I issue

  RMAN> restore database preview ;

 Full Backups from Saturday and cumulative backup from Wednesday are listed.  Nothing from Sunday through Tuesday.

Looking for ome insights whey Oracle makes cumulative backup obsolete this way.
