Even management in Streams

Hi,     I am in a situation where I need to run scheduler as a chain. One of the job let's call it JobA in the chain depends on an independent job let's call this as JobB which runs much earlier then this JobA. I need to figure out if the status of JobB to run or not to run JobA. I know to do this I need to raise an event and store it in the message queue and then check the message in the queue to see the status and run or not run JobA.

Issues is I am not very clear how to acomplish this task, if anybody has already woked on this please let know.
