Rapidwiz did not create INST_TOP on secondary node for shared APPL_TOP installation - Release 12

 I used rapidwiz to install EBS R12 with shared APPL_TOP, the installation completed successfully and all instances on the primary node started. But there are no INST_TOP created on my secondary node locally. So nothing is started on secondary node.
Do I need to manually add the INST_TOP to the secondary node(manually add node to a shared APPL_TOP)?
