UDP receive queue behavior

We have a 2 node RAC cluster running on RH5 update 2 and 10.2.0.4 for crs, asm and database.   We intermittenly see the UDP RX queue at a non-zero value for some processes/ports (netstat -nap | grep -i udp).  The value never returns to zero as I would expect it to.   We do not have any packet receive errors (netstat -su), no lost blocks and no performance issues that I can detect.   The queue usually grows to some non-zero value immediately after we restart one node in the cluster.  The port, process and instance is never the same.    Is a non-zero
