Auto Creation of a Site Usage

Is there a way to prevent a site or site usage from being created automatically by Quoting?
In other words, instead of creating a party site/acct site at the time of the Quote creation or Order Submit, it
should simply error out if one doesn't exist. What profile or a combination of profiles in Quoting prevents auto-creation of a site/usage?
