Does a PO approver need to have access to purchasing or can they access thru iProcurement?

We are using position hierarchy for purchase orders and have several approvers that do not create purchase orders, they only approve purchase orders.  Do they need access to the purchasing module or can they view and approve purchase orders thru iProcurement?
