Restoring database using RMAN fails

I am trying to restore an offline(cold) backup of a production DB to a test server using RMAN.  Because I am using the control file and not a catalog I had to setup the directory structure exactly like production so Rman would know where my backups were and where to restore the backup.  I copy the backup files to the test server, restored my control file, and restored the database from the backup successfully.  Because I took a cold backup I should only be required to perform the restore and not a recover.  When I attempt to open the database I get
