Error while updating CS_ServiceRequest_PUB.Update_ServiceRequest says Problem code is not valid

When i call CS_ServiceRequest_PUB.Update_ServiceRequest, I get the following error
Problem code is not valid. Please check the values for the following: Service request type, inventory item and product category. API Programming Error: CS_ServiceRequest_UTIL.Validate_Problem_Code.

I am not updating the problem code. Just updating the severity only. Anybody have any idea
