2-node RAC 11g slow down node

We have a strange problem with one node of our cluster.
Our configuration is :
* 2-node Oracle RAC 11g cluster. Each node is a IBM System X 3650 server with 16Gb memory. Servers are running under RHEL 5.2 operating system (x86_64).
* Oracle Database 11g Enterprise Edition Release 11.1.0.6.0 - 64bit
The experienced issue is:
When instance of database on one node is (the second one) is shut down, system (on the first node only) is working normally. Switching on instance on second node is causing extremely slow connection to the database instances (on second and first node both).
We completely reinstalled all Oracle clusterware software and then database software including rebuilding of database. But problem is still ther
