Oracle Licensing

Can someone tell me if we can run the DB diagnositics, db tuning and CM pack with a Oracle STD Ed 1 license?

How about with an EE license  or are these licensed seperately?  I was not in the procurement loop and all I have is piece of paper for Std Ed. 1.

I've called our contracts contact at Oracle and a few sales rep but have still to hear back from them. The licensing docs are not clear on this.
