Upgrade from 11.5.9

Hi,
We are currently on 11.5.9 and want to know if it possible to directly upgrade to R12 or we need to go via 11.5.10 route? Also, is it better to go for an upgrade or a re-implementation? What are the pro or cons of doing either of them?
