Budgeting at summary level

Hi,

I want to enter and track budget at summary level and not at individual child value.

Currently I am unable to query parent values in define organization or while entering budget amounts. I have set allow budgeting for parent value to which rollup group is also associated and summary template created

How do I budget at summary level? Request you refer me to setups needed to achieve this.
