How to turn off auto-receipt in destination subinv for move orders

Currently using Oracle Projects and NOT OM as the order system.

Org1:  Within Org1 we have 5 subinventories setup that are acutally across states so there are huge distances involved.

An issue came up where storemen are doing a subinventory transfers for an item from Subinv A to Subinv B but when the storeman looks in that bin in Subinv B, the item isn't there because the item is still in-transit to the warehouse from Subinv A and the subinventory transfer happens that second in Oracle.

Also been trying move orders but when I either transact it, or ship confirm if including picking/packing lists, the item is automatically received into the destination subinventory.  I would like to have the receivers manually receive the item in, so then there is a delay from when I click transact and receive on-hand to accomidate transit times between states.
