PO Hierarchy?

Dear all,

I have a strange problem.... there are 2 positions (Repair Buyer & Business Buyer). User (xxx) let say belongs to "Repair Buyer" and can only view "Repair POs". Now we change her to Business Buyer and she able to view "Regular POs" but cannot view Repair POs. This is the normal situation.

However I run "Fill in Hierarcy" after I changed her from "Repair Buyer" to "Business Buyer". She are able to view both types of POs.

What goes wrong?
