Consigned Inventory - unable to transact manual transfer back to Consigned

I am using Consignment inventory and implicit transfer to regular for shipments of products.  I need to make adjustments  back to consigned after the consumptions of inventory have completed (returns).  What I have read is the the existing functionality of "transfer to consigned" is only available for Explicit consumption and current work around is to Misc issue out from regular and Misc Receipt back into the Owning Party consigned inventory.   The Misc Receipt form does not have the option of adding the field for Owning Party....."There are no additional fields to show for this form".  Does anyone know of a patch
