Help with a Valueset...

Hi Guys,
I have an issue in R12... I have a 2 reports... 1 is a seeded oracle report and other is a custom report. Both the reports have 3 parameters in common. They are Transaction Class, Transaction type, Transaction Number. These parameters assigned with 3 standard oracle provided valuesets. Now the problem is that if i call the 1st report and try to fill in the parameters these 3 parameters are fetching some data.. this is more like those valuesets are returning some values.. Where as when i try to run my custom report, these parameters/valuesets return nothing. I am trying
