Prevent Finally Closed PO lines - 11.i.10.2

Does anyone know of a way to prevent users from changing the status of PO lines to "finally closed"? We do not want to use this functionality, but find that users are inadvertently changing PO shipments to finally closed, despite being asked not to.  I would like to prevent this from happening in the future.
