Web application availability status pending

Hi in Grid Control 10g Rel 4 what can cause a web application to have availability history showing a yellow bar (Status Pending) and where the message is "The availability status of the key test(s) could not be evaluated."
I noticed that the OC4J_EM restarted around the same time as the web app went down however the web app was Status Pending for 8 hours but the OC4J_EM was down for only 5 minutes.
