Business Rule WorkBench - how does RECORD_STATUS get updated from 'PRESENT' to 'HISTORIC' in the

  I'm currently starting to use Business Rule Workbench in R12 in order to submit Notification Workflows. The seeded Workflows use the

CS_BRM_3D_SERVICE_REQUEST_V view and check RECORD_STATUS for values of 'PRESENT' and 'HISTORIC' I have yet to see any row on the table that has a value other then 'PRESENT'. I have changed and saved Service Requests mutiple times yet the RECORD_STATUS remains 'PRESENT' . Under what conditions does RECORD_STATUS ever get changed to 'HISTORIC'?
