Is there any Open Interface / API to create Item Sourcing Rules in R12

Hi 

I would like to create sourcing rules for my items in a Planning instance to work for Global Order Promising. I have seperate Planning and ERP Instances.

I have thousands of sourcing rules to create, which is not possible to do it manually.

I would like to know if there is any API / Open Interface for creating and Assigning the sourcing rules in R12.

Any clue will be highly appreciated.
