Tasks appear as Chargeable

 Hi,

In a fully shared structure, When we create a new task in the workplan that task automatically becomes as financial task and when the workplan is published that new task becomes as chargeable.

Is is possible that we can default this new task to remain as non-chargeable only, even after publishing the workplan in a fully shared structure.
