placement error while starting listener

 hi Team,
i am having two node RAC

i try to start the listener on both nodes with srvctl. On one node1 listener gives error but on another node it started successfully.

srvctl start listener -n node1
CRS-1028: Dependency analysis failed because of:
CRS-0223: Resource 'ora.node1.LISTENER_NODE1.lsnr' has placement error.

  Then I try to start the ASM then it again gives me the same error on both the nodes ie Placement error.

Any clues?
