Can a Requisition Requestor be able to view the Requisition in Requisition summary form -

Would like to share with you any available workaround re: the following

We want a functionality confirmation from Oracle:
Can a Requisition Requestor (in case the Requisition Preparer is different than Requisition    Requestor) be able to view the Requisition Lines if in the Document Type setup, the Security Level  is "Purchasing".    
As per Oracle R12 user guide, If the security Level is Purchasing, then only the Owner and  Purchasing Buyers should have access to the Requisitions.
