AME with dual chain of authority-error

I have setup AME for Purchase requisitions as follows
PR>500USD approved by the top supervisor
PR<500USD approved by the requester (PR=Purchase Requisition)
Now I require that if PR>500USD it should be approved by 2 persons 1-CIO and then the CFO
I defined a action type with dual chain of authority and specified the above persons person id's in the "First starting point person id" and "Second Starting point person id"
When I run a test real transaction I get the following error
