Import SCORM Compatible Offerings to Content Server

New to OLM - I am trying to import SCORM Compatible Offerings to content server.    However it gives me the following message/error

The operation could not find a learning object with the external identifier: and external source: . A new learning object named PAY Add NonRecurring Element with id 4092 has been created.
The language English is not compatible for the learning object named PAY Add NonRecurring Element (id: 4092). The language will be set to American English.
Analysis ended at Jun 1, 2009 3:38:49 PM.
Couldn't commit to database. Nothing will be imported: Content server is not running.

Testing was successfull when DBA moved some simulations for me to content server.  (It is for Online synchronous classes).
