Are Charges (added during shipping) Taxable in OM?

Our team here is asking if Freight Charges, added during shipping, can be taxed - following the same rules as regular Sales Order line items.  I have not directly encountered this question before, does any one know if there are configurations that allow for this to occur? This refers to the "Charges" field on the Sales Order.
