How targets.xml file is created (OEM agent 10g)

Hello,
This discussion is related to a previous one (2 databases abnormally discovered by OEM Agent 10g) with no answer.

Context: $ORACLE_HOME/sysman/emd/targets.xml contains information about the database DBSOURCE (OK) and its listener (OK) but abnormally also for an unexistent database DBDUP.
Q: How OEM agent 10g discovers information stored in targets.xml file ?
