Order Management link to Project Management, Project Costing/Billing and Projects Resource mgmt

Is it possible to link OM/QP with Projects Management, Projects Costing/Billing, and Projects Resource Management without using Projects Manufacturing?

The primary design need is to create orders for projects, link that order with a new project (in some cases automatically create the project), and pass the new project number back to OM to be tracked there, delivered, and eventually invoiced via Projects Billing to AR while relieving the order.
