Sourcing Rules in R12

Hi,

Problem : Unable to create a Standard PO with Sourcing rules.

Can anyone help out in Sourcing Rules. i have created an item,assigned to inventory org,Approved Supplier list, Attributes( Attached Blanket PO),Sourcing rules, Assigned to sourcing rule.

Created a Requistion and ran the Work flow back ground process.

In 11i we can attach Blanket Po at requistion level, But in R12 we can't. Kindly let me know what the process in R12.
