Ship To Location from Requisition is not Populated at Header Level

In R12, the Ship To location from Requisition is not populated at header level when autocreating Purchase Order (see note below).  The note below indicates that this is still standard functionality. Does anyone know if this is true or should we see it in Purchasing?  If so, why don't we?
