Partially releasing a 'Ship Model Complete' Item

I have a requirement from one of our businesses to have Kits that are 'Ship Model Complete.'  However, on occassion, when backorders pile up for one of the components, they need the option to be able to release "what they have" and ship the missing component out at a later date.  Does anyone know the easiest way to accomplish this?  The only solution I've found is cumbersome, tedious, and involves flipping the 'Ship Model Complete' flag off/on.  Any advice would be appreciated.
