What are the functions to disable buttons in Customer Support/Service Desk Pages

 Greetings,

I am trying to disable a few of the buttons in the Service Request page in Customer Support/Service Desk.  They are Create Instance, Create Address and Update Address for both Billing and Shipping Information.  I went through the functions list of Customer Support Tier 2 Agent and don't see anything.

Does anyone know what functions disable these buttons?
