Trouble with custom DMS protocol

 Having trouble registering custom DMS protocol to handle dms:// links. Did everything described in WS_Install.pdf but still no go. Not really sure what URL protocol properties file should point to. Getting this error when passing file link to applet:

java.net.MalformedURLException: unknown protocol: dms
